Director: Finance and Supply Chain Management (Ref #: (Ref no OHSC 21/2020))
Salary: An all-inclusive remuneration package of R 1 057 326 per annum (basic salary consists of 70% of the total package, Employer’s contribution to the Government Employee Pension Fund (13% of basic salary) and a flexible portion). The flexible portion of the package can be structured according to OHSC guidelines.
Requirements:
A B.Com degree in financial management, financial accounting or related field.
A post graduate qualification in finance or accounting, as well as auditing experience, will be an advantage.
A minimum of 5 years’ experience on a middle management or senior management level in financial management, reporting and accounting.
Experience must include full responsibility for a finance unit, supply chain management, payroll management, policy development, as well as the management of staff.
Working knowledge of the Public Finance Management Act (PFMA), Standards of Generally Recognised Accounting Practice (GRAP), and related National Treasury prescripts and statutory requirements is essential.
Experience in a public entity, health sector or regulatory environment as well as knowledge of Sage Evolution software will be added advantage.
Good communication skills (written and verbal), as well as ability to work cross-functionally.
A valid driver’s licence.
Duties:
Manage and oversee the finance and supply chain management unit.
Prepare and/or oversee the preparation of monthly, quarterly and annual financial reports and forecasts in accordance with the applicable frameworks and standards.
Manage the development and compilation of MTEF and annual budget plans, as well as reporting.
Manage the revenue, financial liquidity and revenue of the entity.
Full management of the payroll administration function.
Manage the risk function of finance and supply chain management.
Oversee the implementation and coordination of the fraud prevention plans and strategic risk management.
Development of finance-related policies, systems and standard operating procedures.
Oversee the travel management function of the OHSC, as well as management of finance contracts.
Management, training and mentoring of staff.
Implementation of the requisite internal controls.
Coordination of the internal and external audit functions.
